Entry Licenses


Did you know that in 2016, around 80,000 licenses were issued to Gazans crossing into Israel, Judea and Samaria, and abroad? Each day, Gaza CLA handles hundreds of entry requests for various reasons. Residents of the Gaza Strip can enter Israel for medical, commercial, humanitarian and many other reasons. These applications and requests are handled at the Entry Licenses Center at Gaza CLA. 

The Entry Licenses Center at Gaza CLA manages requests from residents of the Gaza Strip to enter Israel, Judea and Samaria or travel abroad. These requests are approved in accordance with the criteria defined by the State of Israel and in coordination with the various security agencies. Applications and approval for these requests are coordinated through representatives of the Palestinian Authority's Palestinian Civil Committee in Gaza. Every day hundreds of Gazans enter Israel for a variety of needs. Primarily these are patients in need of medical treatment but frequent travelers also include traders and businessmen, employees of international organizations, foreign graduate students and residents traveling for prayers on the Temple Mount.

As part of the efforts to rehabilitate and develop the Gaza Strip, in recent years COGAT has adopted a new civilian policy framework to assist. Every day at Kerem Shalom Crossing, an average of 20,000 tons of equipment and goods  cross between Israel and Gaza as a part of these efforts.

However, the Hamas terrorist organization has repeatedly attempted to exploit this civilian policy and the daily crossings to promote its agenda of terror. Hamas has, on multiple occasions, falsified documents and medical certificates, attempted to smuggle military equipment, and tried to transfer money to support their terrorist network in Judea and Samaria.

Due to these exploitations by Hamas, the policies for entry and border crossings must be formulated according to the assessment of the security situation by the relevant security agencies. The daily challenge of our representatives in the Entry Licenses Center is to ensure that the residents requiring assistance at crossings receive those services, and on the other hand to prevent a buildup of terrorist organizations operating in Gaza led by Hamas.
