The Transportation Office at the Civil Administration is responsible for the promotion and development of transportation infrastructures and regulation of licenses in this field in the Judea and Samaria area.

The office is responsible for traffic supervision in Area C, licensing and supervising public transportation and holds the authority to authorize automobile repair shops. In addition, the office holds the authority to authorize imports and exports of vehicles, including from abroad.

The staff officer unit works to approve road plans within the Roads Subcommittee at the Civil Administration, and to formulate professional opinions on the subject.

During 2016 the staff officer accompanied several main projects, some of which he led along with relevant Israeli ministries. This year 15 main projects in the transportation field began and concluded, contributing to both the Israeli and the Palestinian populations in the area. Some examples include the work on the Adam Interchange, regulating the Kedumim Junction, establishing a roundabout in Yakir, regulating traffic lights at the Elazar Junction and in Neve Daniel, adding lanes at the Gush Etzion Junction, renovating the Huwara road and many more. In addition, a bus terminal will be established at the Meitarim Industrial Zone in the Har Hevron Regional Council, regulating public transportation in the region.

In addition, the staff officer coordinated the shielding of bus stops throughout Judea and Samaria and 27 million NIS were invested in 15 projects to improve lighting systems at junctions, five of which have already been completed, lighting the way for residents travelling in the area.

Areas of responsibility and services:

  • Participating in joint committees with the Palestinian Authority.

  • Importing and exporting vehicles, spare parts, mechanical and engineering equipment and transportation products between Israel and the Palestinian Authority.

  • Supervising traffic in Area C and licensing and supervising public transportation.

  • Approving outline plans in the field of traffic and transportation.

  • Preparing professional training courses for officials of the Palestinian Authority in the field of transportation and traffic.

  • Updating and transferring professional information to the Palestinian Authority, including vehicle registration provisions, regulatory provisions, regulations, etc.

  • Coordinating activities of Netivei Israel  in the of Judea and Samaria area.

  • Approving work requests for bodies such as Bezeq, Mekorot and electricity in road infrastructure.
