The Water Unit at the Civil Administration is entrusted with maintaining, operating and developing the water system in Area C through its employees, the Mekorot company and water and sewerage associations.

The unit works to promote various water projects, such as a pilot for the use of recycled water in Deir Sharaf, connecting the Samaritan community on Mount Gerizim to a water line and renovating the sewage line of the settlement Givat Ze'ev and the Palestinian villages in the area. This activity is carried out by a collaboration between the Palestinian Water Authority and its counterparts on the Israeli side, with meetings within the framework of joint committees.

In 2016 a long term strategic plan was formulated to address the entire population up until 2040. This was done following a request from the Civil Administration, and led by the Ministry of National Infrastructures, Energy and Water Resources, the Water Authority and Mekorot. The plan will be divided into several stages, when in the upcoming three years several projects will be promoted, expected to increase the amount of water to approximately seven million cubic meters. We should note that during the last year the Civil Administration transferred a budget of two million NIS to regional councils for the purpose of drainage works within the settlements in Judea and Samaria.

The unit faces many challenges, particularly due to recurring sabotage of the water system, affecting the entire population of the region. During 2015 the Supervision Unit at the Civil Administration and staff of the Water Unit disconnected 829 illegal water connections to pipes and water lines. Since the beginning of 2016, approximately 500 such illegal connections were disconnected. In fact, it is a daily struggle in the area, requiring many resources for its enforcement as well as studying and implementing the water issue and its importance.

Alongside this activity, the unit operates to enforce factories and gas stations that pollute the water sources and handles over-pumping of the aquifer water and attempts to illegally insert pumping equipment.

  • Maintaining, operating and developing the water system in Area C through Mekorot, the local water unit and water and sewerage associations.

  • Promoting and planning new water infrastructures and issuing orders in the field of water and sewerage.

  • Granting water supply licenses for Israeli settlements in Judea and Samaria.

  • Preparing professional opinions for Civil Administration officials and others.

  • Coordinating and liaising between the Palestinian Water Authority and Israeli officials and holding joint committees.

  • Managing, monitoring and handling illegal activities in the field of water and sewerage, as well as carrying out enforcement operations in cooperation with the Supervision Unit.
