Jerusalem Periphery DCL


The Jerusalem Periphery District Coordination and Liaison (DCL) is the newest DCL in our region and was established in 2004 in order to assist the local population. The DCL works in order to implement the civil policy in the region and provide the best solutions for the residents of the Jerusalem area, while also offering services for more than 150,000 Palestinians in 26 villages scattered around the DCL region. Likewise, the DCL is responsible for providing civil services to 80,000 Israelis, which are mainly concentrated in the city of Ma'ale Adumim (41,000 residents) and in Givat Ze'ev (25,000 residents).


The Kalandia Crossing is located in the DCL region, and is a central crossing in Judea and Samaria. On average, 80,000 residents cross through the Kalandia Crossing on a weekly basis. This crossing is mainly used by the local population commuting daily to Jerusalem, students and school teachers, merchants, those seeking medical treatment in Jerusalem hospitals and, of course, worshipers who come every Friday to pray at the Temple Mount and Al-Aqsa Mosque.

Two main industrial zones, Atarot and Mishor Adumim, operate in the Jerusalem area, collectively providing employment for over 6,000 workers. An additional employment source comes from Israeli settlements in the DCL region, especially within Ma'ale Adumim, with 3,500 employees, and Givat Ze'ev with 1,700 employees.

Throughout 2016 the Civil Administration continued with archaeological excavations at the site marking the tomb of the prophet Samuel, following the site's renovation for visitors and worshipers.

This year the Dahiyat al-Barid Crossing was opened for the first time; it is a highly significant crossing for the economic development of the Aram region. The crossing is used by people who reach the region daily, especially due to the opening of the commercial center in Aram, which attracts many visitors.

Additionally, the DCL works to promote the regulation of the planning status of the Bedouin population in the region. For this purpose, a plan was devised to establish a neighborhood for approximately 35 families, which would provide them with the proper housing infrastructures, while simultaneously preserving their unique lifestyle.

The DCL promoted many projects, including the construction of an underground interchange in the Geva Binyamin region, at the cost of approximately 80 million NIS, which provides a solution for heavy traffic jams to those traveling to and from Jerusalem, Jericho, Ramallah and the Mateh Binyamin settlements.

The DCL works in cooperation with the international community to promote projects for the welfare of the population, such as: an infrastructure and energy project in the area surrounding Atarot, a project for improving and streamlining crossing and inspection procedures when entering Israel and additional projects which you can read about on "Our Activities" page.
