Electrical Agreement Between Israel and Palestinian Authority in Jenin


Agreement Reached Between Israel Electricity Company and Palestinian Authority to Increase Electricity Supply to Jenin.

Today, (10.7.2017), a ceremony took place that marked the signed agreement of the first commercial agreement between the Israel Electricity Company (IEC) and the Palestinian Authority (PA) to increase the electricity supply in northern Samaria in order to provide the essential amount for the summer months and the entire year. The agreement calls for the operation of the electrical substation, which will significantly contribute to strengthening the Palestinian economy.

According to the agreement, the new electrical substation in the Jenin area, which will begin operations in the next two days, will increase the electricity supply by about 60 megawatts to northern Samaria (including the Palestinian cities of Jenin, Qabatiya and Tubas). Pending on future agreements, the new substation is capable of providing up to 135 megawatts. This substation is the fourth of its kind owned by the PA, which are all currently under construction, with financial assistance coming from the European Investment Bank (EBI).


A ceremony for the agreement's signing was held under the auspices of Israeli Energy Minister, Dr. Yuval Steinitz; PA Prime Minister, Dr. Rami Hamdallah; Chairman of the IEC, Major General (res.) Yiftach Ron-Tal; and the Coordinator of Government Activities in the Territories, Major General Yoav (Poly) Mordechai.

During the ceremony, Minister of Energy, Dr. Yuval Steinitz, welcomed the agreement stating: “"This is definitely an encouraging historic moment in which we are inaugurating the first sub-station in the Palestinian Authority, and this is very exciting and encouraging. Israel is interested in promoting the infrastructure of electricity, water and natural gas in the Palestinian Authority, and here we are the first example of fruitful cooperation leading to prosperity. I am very pleased with the cooperation in this project, which is only positive, and we hope it will be a model for similar projects in the future."


The Palestinian Prime Minister, Rami al-Hamdallah acknowledged this and added “Al-Jalameh Substation will indeed contribute in supplying sufficient electricity, and simultaneously responding to the electricity deficit in Jenin governorate and the neighboring cities. …[This is a] comprehensive strategic vision, articulated by our government in close collaboration with our local and international partners. This impressive accomplishment comes to fulfil our vision while highlighting the importance of development and investment in the energy sector."

The Coordinator of Government Activities in the Territories after the ceremony stated: “Today’s ceremony symbolizes the first step of the electricity agreement signed a year ago, which promises Israel the payment for the electricity supply and allows Palestinians to manage the electricity sector. Today we signed the fifth agreement in the last three years. When there is a direct bilateral dialogue between us and the Palestinians, we reach important goals and agreements. Coordination and liaison in both civil and security fields are significant components of stability in Judea and Samaria."


All professional sources estimate that following the operation of this substation will provide a continuous and efficient electricity supply to the Jenin area during the upcoming summer months, which are the peak months of electricity consumption in the northern Judea and Samaria region.

We reiterate that this agreement follows a previous agreement of principles on the date of 13.9.2016, which regulated the payment of Palestinian Authority’s debts to the electricity company. It was signed by the Israeli Minister of Finance and the Coordinator of Government Activities in the Territories; alongside Hussein al-Sheikh, the Minister of Civil Affairs in the Palestinian Authority.
