Expanded Civil Procedures for the Month of Ramadan and Eid al-Fitr

In accordance with the directive issued by Minister of Defense, Avigdor Lieberman, the Coordinator of Government Activities in the Territories, Major General Yoav (Poly) Mordechai, announced a series of expanded civil procedures for the month of Ramadan for the Palestinian residents of Judea and Samaria and the Gaza Strip. Some of the procedures, as specifically mentioned, will continue through Eid al-Fitr.  

​Civil Procedures for the Residents of Judea and Samaria:

A) Family visits in Israel

1) Up to 200,000 permits for family visits in Israel will be given for the duration of Ramadan; without age limits and without requirement of a magnetic card. Access for those with security indications will not be permitted. The permit will be valid throughout Ramadan only on Sundays through Thursdays, between the hours of 08:00 to 22:00, and will continue through to Eid al-Fitr.

2) Up to 700 additional permits for visiting Judea and Samaria  will be approved during Ramadan.


B) Prayer on the Temple Mount (Fridays and "Laylet al-Kader")

1) Men over the age of 40 will not require a permit

2) Permits will be issued to men between the age of 30 to 40 for prayer

3) Women will not require a permit and there are no age limits.

4) Children under the age of 12 will not require a permit.

5) Qalandiya Crossing - As part of the crossing procedures, an additional crossing will be opened north of Jerusalem to ease foot traffic at Qalandiya for worshippers to enter (the crossing will be opened only for entrance into Jerusalem; returning worshippers will exit through Qalandiya).

C) Up to 500 permits will be issued for flights abroad through Ben Gurion Airport, after the necessary security checks and protocols are approved.

D) Procedures at the crossings:

1) Al-Jib Crossing - Within the time period of Ramadan, crossings will be granted to owners of BMC or VIP permits.

2) Gilboa Crossing - Hours of operation will be extended until 24:00 every day of the week for Arab-Israeli citizens to cross.

3) The 300 Crossing - The crossing will be open until 24:00 for Seam Zone residents.

4) Um Richan Crossing - The crossing will be open until 24:00 for Seam Zone residents.

5) Dachait El-Barid Gate - The crossing for returning worshippers from Temple Mount on Friday will be open between the hours of 14:30 to 16:00.

6) Mazmuriyya Crossing - No authorization required for family visits in Mazmuriyya village on the basis of depositing an ID card at the crossing.


Civil procedures for residents of the Gaza Strip:

A) Prayer at the Temple Mount (on Fridays) - Up to 100 permits will be issued every Friday during Ramadan, for those 55 years and older, by shuttle.

B) Prayer at the Temple Mount (Sunday through Thursday) - Up to 300 permits will be issued for the entire duration of Ramadan. For "special groups" such as Red Crescent employees, worker unions, international organization employees and etc. those must be married, above 50 years of age and without security indications. Those will subject to security checks.
